We have no idea how the laws will be reformed. The Dream Act is probably the first area of immigration reform that will occur, since by both sides of Congress recognize the hardship that exists for children, who had no say in coming to the USA. The Dream Act does not need to be part of comprehensive immigration reform. It is a law that can be passed, without being part of an overall change in our immigration system.
